Duties

MAJOR DUTIES: This is NOT an all-inclusive list.

  • Responsible for development, publication, executing/enforcing and implementation of appropriate regulation, policy, and law related to INFOSEC.
  • Develops and maintains a state-specific INFOSEC program, conducts annual INFOSEC program reviews, evaluates INFOSEC program implementation at sites and locations throughout the state.
  • Establishes and maintains liaisons with national level ARNG G-2 as it pertains to INFOSEC.
  • Develops and implements an effective information security education program throughout the State and provides initial, continuing, and refresher security education training to all site military, civilian, and contract employees.
  • Ensure security violations, including suspected compromises or other threats to the safeguarding of classified information and the unauthorized disclosure of Controlled Unclassified Information (CUI) are reported and investigated IAW aforementioned regulation, policy, and law.
  • Reviews, analyzes, and briefs the results of inquiries and investigations resulting from security violations to state ARNG, as well as national level ARNG G-2.
  • Advise and represent the TAG on matters related to the classification, downgrading, declassification, and safeguarding of national security information.
  • Maintains, accounts for, and reports the status and compliance of all secure rooms and security containers under jurisdiction of the TAG.
  • Develop emergency destruction plan for classified and CUI as well as safeguarding procedures for hostile areas or during natural disasters.
  • Monitor clearance eligibility, access, and SF-312, "Classified Information Nondisclosure Agreement (NDA)", completion, and investigation status for site personnel using the security clearance verification system of record.
  • Manages the INFOSEC Internal Controls Program.
  • Compiles reporting data for submission to national level ARNG G-2, responsible for the completion of security data reports; receives, compiles, prepares, and submits annual reports IAW DoD and national level ARNG G-2 policy.
  • Analyzes weaknesses identified during INFOSEC program reviews, and Department of the Army and National Guard Bureau assessments of systemic security problems in order to modify and apply recommended solutions.
  • Monitors contractor compliance with all DoD and DA regulatory security requirements. Report security violations involving cleared contractors to national level ARNG G-2 and Defense Counterintelligence and Security Agency (DSCA).
  • Serves as the Foreign Disclosure Officer (FDO) for the State ARNG.
  • Responsible for development, publication, executing/enforcing, and implementation of appropriate regulation, policy, and law related to foreign disclosure. Maintains the delegation of disclosure letter (DDL) for all state partners.
  • Requests and authorizes ARNG foreign visit requests for the state.
  • Reviews and makes determinations for the release of government information to foreign government representatives.
  • Performs other duties as assigned.

Conditions of Employment

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership.   • Must have SECRET Security Clearance.
  • National Guard Membership is required.
  • Males born after 31 December 1959 must be registered for Selective Service.

  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license.
  • Participation in direct deposit is mandatory.
  • Medical screening will be completed upon selection for hire.
  • Soldiers who accept a technician position may be terminated from the Bonus and Student Loan Repayment Program (SLRP).

  • This position is eligible to be in the union: Laborers International Union of North America (LiUNA) Local 1776.
  • Position may be telework eligible after completion of probationary period.
  • Attend the ARNG Security Manager Course within 12 months of hire.
  • Obtain the Security Fundamentals Professional Certification (SFPC) within 24 months of hire.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Must be able to obtain and maintain a top secret security clearance.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • This is an Army National Guard dual status technician position which requires military membership.

Qualifications

BASIC QUALICATIONS:
  • Skilled in collecting and analyzing data effectively, efficiently, and accurately;
  • Ability to clearly enunciate English without impediment of speech that would interfere or prohibit; effective two-way radio or telephone communication;
  • Ability to write English in reports and presentation formats;
  • Ability to communicate -orally and in writing- clearly and effectively;
  • Ability to assess body language and perceive immediate risk levels; and,
  • Skilled in applying procedures and directives by reading and interpreting technical material
SPECIALIZED EXPERIENCE GS 9:

Have at least 1 year experience at the GS-0080-07. Must submit SF50*

OR

Have at least 24 months of experience of:

  • Has basic working knowledge on how to perform Special Security Representative duties and responsibilities in a Special Security Office.
  • Performs the day-to-day operational duties within the Special Security Office in support of all sensitive compartmented information-associated security programs and measures.
  • Experienced in research and analysis reports on physical, information, computer, and personnel security.
  • Experienced in conducting intelligence support operations, procedures, and practices that are necessary to accomplish intelligence functions in support of programs essential to state National Guard daily operations, training, and readiness missions.
  • Experienced in implementing policies and procedures required to manage sensitive compartmented information programs and to protect sensitive compartmented information resources.
  • Have competencies as a technical specialist on sensitive compartmented information security matters, as well as, other areas of classified security and classification guidance.
  • Knowledgeable on how to maintain currency on a variety of different security program inter-relationships, requirements, regulations and guidance in order to protect sensitive compartmented information facilities and materials from espionage, sabotage, and destruction.
  • Capable of Implementing intelligence program policies and procedures for accomplishment of sensitive compartmented information protection and security.
  • Have experiences in researching, interpreting, analyzing and applying Presidential Executive Orders, Director Central Intelligence Directives, Defense Intelligence Agency Manuals, DoD Manuals, Air Force Manuals, Air Force Instructions, and local Operating Instructions.
  • Experienced in complying with Sensitive Compartmented Information facilities, construction and physical requirements, standards and regulations. Experiences include implementing the Sensitive Compartmented Information security clearance program and maintaining current and completed clearances for assigned personnel.
  • Experienced in assessing Special Security Office self-inspections and knows how to present detailed and comprehensive reports with consistent follow-up work to ensure complete and quality discrepancies resolutions improve quality, timeliness, and efficiency.

SPECIALIZED EXPERIENCE 11:
Have at least 1 year experience at the GS-0080-09? (Must submit SF 50 to verify claim)
OR
Have at least 36 months of experience of:

  • Administering server-based networked systems, distributed applications, network storage, messaging, and application monitoring required to provision, sustain, operate and integrate cyber networked systems and applications in garrison and at deployed locations.
  • Core competencies include: server operating systems, database administration, web technologies, systems-related project management and supervising cyber systems.
  • Have expanded experiences and working knowledge on how to perform Special Security Representative duties and responsibilities in a Special Security Office.
  • Experienced in completing and managing the day-to-day operational duties within the Special Security Office in support of all sensitive compartmented information-associated security programs and measures.

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
